No. He instituted the Don't Ask, Don't Tell policy, but it was still possible to be discharged from the military for your sexuality even if you never said a word about it to anyone. The full policy was actually "Don't Ask, Don't Tell, Don't Pursue," which meant that the military could not investigate people's backgrounds for evidence of whether they were gay. But when the policy went into effect, this third aspect of it was completely ignored, and in fact the "pursuit" increased. More people were discharged for their sexuality in the years following DADT than before, and in some parts of the military there were witch hunts. While some anti-gay people continue to believe we should return to DADT under the facetious misdirection that "sex has no place in the military," as one can imagine, no man has ever been discharged from the US Military for saying that he missed his girlfriend.

Can women go to war in the army?

The question is in the category "World War I". The US did not allow women into the "army" proper at the time; they instead joined the Women's Army Corps and were assigned to non-combat positions (mostly clerical and other "service" roles). On January 24, 2013, the US Secretary of Defense officially removed the ban on women serving in combat positions, but the details and ramifications of this are still working themselves out. There's currently no legal bar to women joining the US Army, nor is there one for women in the US Army from "going to war" (by which I assume you mean taking part as official combatants), but it may take some time for the new rules to be fully implemented.

Why did Hate Groups from the Holocaust not like Homosexuals?

there were no hate groups as we know them, the Nazi party offered enough prejudice that anyone who was inclined to be hateful could either be with them or against them and fulfill their needs. The dislike of Homosexuals was quite universal. It was only about ten years ago that the US lifted the ban on homosexuals in the armed forces, and equal rights for homosexuals are still not universal.
