The federal debt increases because Congress increases the debt ceiling. They do so because they want to spend money to help their constituents and so get them votes. Anything popular will do. in the case of George W. Bush, the object was the war in Iraq and Afghanistan which was motivated by the attacks on the world-trade center and the pentagon.
In 2001, the national debt Bush inherited was around $5.7T, give or take. When Bush left office in 2009, the debt was nearly $11T. That's an increase of 89 percent. Under Obama, the debt has increased from about $11T to about $15T, about 40 percent. And what's behind that increase? The Bush tax cuts for the 1% and the worst financial crash since the 1930s (Thank you Bush).
The biggest percentage increase in the debt occurred under Ronald Reagan; the second largest under George W Bush.
In his first term the Debt increased by 6.9% and in the second term it incereased by 11.7%

As you probably know, the president can not raise taxes- only Congress can do that. However, Bush did approve a tax increase because the government needed more money in order to pay its bills, and Bush decided the tax increase was better for the country than the alternatives of cuttng needed programs or increasing the national debt by borrowing more money.

In 2011, when the Republican Party regained control of the House, the debt increased by about $1,200,000,000,000.
