I think it would be fair to say that in the earliest days of the Witnesses, in the late 19th century and early 20th century, then there would have been a bias towards that view.
Please see the 'related links' below for an article that gives quotes from early Watchtower publications. But this was probably a reflection of the racial stereotypes more prevalent in society at the time.

the blacks did not believe that they were better than the white however it was the white that thought they were better. reasons for which the white believed they were better than the blacks are because: - firstly they were white. During the years of slavery,once there was a trace of "black blood" in you then you were considered black and the white thought that black people were simply evil. Therefore being white automatically made them better. -secondly, the had political and economical power over the blacks. POLITICAL POWER, they were the ones that enforced the laws and the punishments if such laws were broken. ECONOMICALLY they had all power over the blacks because they had bought them
