The US was not at war. The Soviets were fighting in Afghanistan.

Iranian militants took some 60 American hostages from the US embassy in Tehran and made a number of demands. Carter authorized a small scale military operation to try to rescue them but it failed rather spectacularly. Later war broke out between Iran and Iraq .
