Well, he exclaimed himself to be the emperor of France, but officially he never was. When Napoleon was up and coming in France, France just came out of the French Revolution, leaving the country confused and steerless. The monarchy was demolished, but now who would rule the country? Napoleon took advantage of this confusement and decided to take the wheel.
