No, he did not. Rendition (having terror suspects taken to foreign countries and tortured) was begun under George W. Bush, and it was (sad to say) used on a number of occasions during the Iraq War. President Obama ended the practice of waterboarding, and he also ended rendition-- or at least the administration said that's what they did, back in 2009. However, in fairness to the skeptics from both political parties who may be reading this, since rendition was a top-secret program, whether it was totally ended or whether it has been used on other occasions since 2009 is difficult to say. And under the Patriot Act, which congress has renewed each time it came up, presidents may take unusual or extraordinary measures if they feel the situation demands it. But we do know for a fact that President Obama has never legalized rendition.
