After a massive earthquake in the area in 63, there was rebuilding going on in Pompeii. However after Vesuvius erupted in 79, the loss of life--and the amount of ash in the area--resulted in the sites of the destroyed cities not being reoccupied.

Pompeii was a town in Italy. It had been part of the Roman empire since the very early expansion into Italy. You could loosely say that the Roman Empire "took over" Pompeii given its history. If you are thinking of Pompeii at the time of the volcano eruption, Pompeii had been part of the empire for so long that the wealthy and even the empress Poppea had villas in the resort areas nearby.

Pompeii was not rebuilt. It was first unearthed in 1599 when the digging of a canal to divert a nearby river bumped into some walls with paintings and inscriptions. The finds were covered again and the discovery went unnoticed. The proper r'ediscovery' of Pompeii and first excavations occurred in 1748.

With the technology they had back then, it would have been impossible to undo such mass damage and it would have cost more to restore than it would have cost to build it in the first place.

The Romans controlled central and southern Italy not by conquest, but by establishing alliances with the other Italic peoples. Rome was the dominant power, but the other peoples of these areas of Italy retained their autonomy in exchange for supplying soldiers at their own expense which acted as auxiliary troops which supported the Roman Legions. The allies could share to booty of war with the Romans as part of the deal.

Pompeii was in Campania, a region which came under Roman influence in the manner outlined above. It became Romanised through an influx of Romans who settled there. This started when Lucius Cornelius Sulla gave land and property to retiring Roman veterans in 80 BC. It became a Roman colony (settlement) called Colonia Veneria Pompeianorum. Pompeii also attracted a number of rich Romans who built holiday villas there. It also became an important port and centre of distribution of good sin the area and to Rome.

Pompeii had been subjected to a number of conquests before the Romans. Ancient historian Strabo said that it was taken by the Etruscans. Inscriptions in Etruscans dating to the 6th century BC have been found. It was then taken by the nearby Greek city of Cumae in alliance with Syracuse, a Greek city in Sicily from 525 to 474 BC, until it was conquered by the Samnites.

The root of the word "Pompeii" is pompe which is an Oscan word meaning five. Pompeii had five villages at this location in the eighth century BC. Samnites had taken over Pompeii in 424 BC against the Oscans. With the Samnites and Romans still warring, the Roman Empire tried to expand its borders to include what is known as Pompeii in 343 BC in the Samnite Wars. It wasn't until after the Samnite Wars that Pompeii gave in to Roman rule from 290 BC.
