Vincent Van Gogh was a French artist of Dutch descent. Robert Van De Graff was an engineer who invented the electostatic generator that bears his name. Van Gogh was an emotionally disturbed man, to put it mildly. the song (Vincent) by Don Mclean is substantially accurate though one thought it was more about a necrophile white-room (artist) who gets romantically involved with stiffs.
