Why don't they use Neji more in naruto shippuden?
Well, since the story is a action-packed tale centered around Naruto's life, character selection is based around their relationship to Naruto and the fighting sequences they will provide. Hinata has the same basic power set as Neji, but her skills and confidence are weaker, so she is more relatable to the audience. Also, she has a closer relationship to Naruto than Neji. The writer only seems to use Neji when an enemy appears that is good match for Neji but not Hinata.
