Yes, for the first part of your question- the states determine their method for choosing electors. The starting date for Congress and the inauguration was changed by constitutional amendment which the states indirectly changed when 3/4 of them ratified it.

What branch of government Appropriates money in federal government?

Only Congress has "the power of the purse." Specifically, any appropriations bills must originate in the House of Representatives (not the Senate). Once an appropriation has been passed by both the House and the Senate, and signed into law by the President, then the President has broad authority to control how the appropriation is *spent*, but only Congress (starting with the House) can set aside the money in the first place.

Can A president suggest that Congress propose an amendment?

A: Yes, the president can *suggest* pretty much anything they want. However, an amendment must go through a rather complex process, starting with 2/3 of both houses of congress (or the state legislatures) proposing it, then 3/4 of states approving it.

Was there a first president other than George Washington?

Technically, if you consider the president someone who presides over all the united states, there was no president before GW. However, many historians have discussed the fact that before the Constitution (and President GW), there were men who were leaders of the Continental Congress. Since they were the leaders of the government (the congress) some have called them presidents, but they had no power over the states at the time, since the Articles of Confederation limited the power of the federal government. John Hanson was the first president of "United States in Congress Assembled" and it can be argued that he was the first president. But it is stretching the term president somewhat because all he really had power over was the congress.
