Yes, it is a two-piece (left - Right) air dam that significantly reduces engine heat.
Since asking this question, I have found the answer. The tailgate is secured by 3 shoulder bolts which are attached to the back side of the spoiler. These bolts can be removed by removing 3 nuts on the inside top of the tailgate using an 10 mm hex socket The center bolt is located behind a rubber grommet. To install the tailgate, install the shoulder bolts in the three slotted areas on the back side of the spoiler. Insert the bolts through the holes in the tailgate and secure the nuts. There are three rubber cushions/washers that go between the spoiler and the tailgate.

I own a 1977 corvette and I have adjusted the rubber stops in the back on the seat bottom as well as the metal stops on the seat back where these two meet. These just screw in or out. It is limited but it work for me. I'm not sure if the 1976 is the same but I'd bet it is

The coolant drain plug is located on the bottom left side of the radiator when looking from front of car. To access it you must remove the passenger side fog light and push the rubber cover out of the way. It only takes a 1/4 turn and the fluid drains out of the hole in bottom of front spoiler. If it has none, then the bottom radiator hose will have to be removed to drain the coolant.
