Did the Constitution grant Lincoln or the national government the power to regulate slavery or was it reserved to the states?

The Constitution gives Congress the power to regulate interstate

commerce, and presumably interstate trade or transport of slaves.

Otherwise, state laws would generally apply (ownership rights and

obligations, transfer, upkeep, treatment, marriages, offspring,

etc).
