The influence and control of the Roman Empire did not extend past the northernmost parts of Africa. As the abundance of wildlife currently found on the continent of Africa demonstrates, the Romans didn't even put a dent in the number of animals in Africa, much less "kill all the animals in Africa".

First of all they captured them either in the north for animals such as bears and boars, or in Africa for the more exotic animals such as lions, leopards, etc. They were transported to Rome and kept in cages which were underground in the Colosseum. They were lifted to the arena floor by elevators which deposited them amid the scenery that was set up for the animal hunts.
