Not necessarily. A fire needs heat, fuel and oxygen in order to continue burning. Remove one of the three items, and the fire cannot continue. Some extinguishers remove the heat (such as a carbon dioxide one). Others remove the oxygen (such as a dry powder model)

Cooling is an extremely impractical way to put out most fires. Most portable fire extinguishers are designed to smother the fire by excluding oxygen. An "ABC" fire extinguisher generally contains an non-flammable salt such as monoammonium phosphate that is designed to cover the flammable material to prevent oxygen from reaching it.
