- the stay is for travel to the U.S. for tourism, business or transiting the U.S. for 90 days or less

- the citizen is not a representative of the foreign press, radio, film or other information media

- he/she has not been unlawfully present in the U.S. previously

- he/she does not have certain serious communicable illnesses, a criminal record/s, been subject to previous exclusion or been deported from the U.S previously.

Yes a visa is required to come to Ireland. You can obtain a tourist visa or a visa for working. If you are caught working in Ireland with only a tourist visa you cannot return to the country for a few months, if you repeat the offence you get banned from entry intro the country ever again.
