Halloween is pagan in origin but was incorporated into Christianity. It is not a Jewish holiday nor is it a part of Judaism. Some non-religious Jews participate in celebrating Halloween as they view it as being a secular holiday.
Religiously observant Jews do not participate in Halloween as its origin is as a religious observance from another religion while many less observant Jews will celebrate Halloween as a completely secular event. Jews do not celebrate Christmas though as Jesus plays no role whatsoever in Judaism.
Religious Jews ignore Halloween; it is simply not something of any importance to them in much the same way that Christians ignore Hanukkah, Eid al-Adha, or Diwali (which are Jewish, Islamic, and Hindu holidays) because they are not relevant to their tradition. Religious Jews also hold that Halloween is both a commemoration of Christian Saints (which is a form of idolatry) and a positive commemoration of sorcery (which is a form of sorcery). Both idolatry and sorcery are Torah-level prohibitions
Liberal Jews in the United States, often do celebrate Halloween, contrary to Jewish religious teachings. They see it as an innocuous American holiday (as opposed to a holiday with Christian origins) where kids run around and get candy.
