Typically spring rolls are found in a variety of Asian countries. I am most familiar with those from Vietnam which are made with a very thin rice paper and dipped in a soy/sugar/water mixture.

They are called 'spring' rolls because they are traditionally eaten on the Chinese New Year, which takes place in the beginning of the spring season.
