This can be programmed off by the dealer to 'normal' operation, my friend & I always get it done when we get a Volvo, saves on bulbs too!

you can't. All volvos have permanent running lights that you can't turn off, you could however just remove the fuse but this will make the car illegal to drive in the majority or countries.
They are daytime running lights. They are always on so people can always see you. Its a safety thing. Newer trucks have specific daytime running lights.
