Actually it depends on the medium that the wave is passing through. The speed of light in air is slower than speed of light in a vacuum. Sound waves depend on their medium too. Sound is faster in water than in air. Ocean waves travel faster in the open sea than they do at shore.

The waves travel at different speeds in matter if the optical medium has some optical density. (For example flint glass has higher optical density than water hence light is slower in glass than in water).
