All blood vessels that carry blood back to the heart are veins. Most arteries do carry blood that's high in oxygen but there is an exception. When the arteries carry blood to the lungs, this blood is low in oxygen. The veins that carry the blood back to the heart from the lungs is high in oxygen. This is called the pulmonary circuit. In this more or less seems backwards. It's best to remember that arteries carry blood away from the heart.
