No, twins are not telepathic i should know as I'm a twin myself, and we don't send little messages to each other through are brains. We don't feel pain when the other one does, and in fact we're quite normal! Sometimes we do say the same thing at the same time, or start singing the same song/ But i know that everyone does that, and it's just a coincidence that doesn't just happen to twins. Twins may pretend that they are but actually no one is!
Being an identical twin myself, only one minute apart, i would know the answer. My sister and i; there are some strange stuff that happens between us. Like once, i was randomly thinking of something funny and the very next second, she said what i was thinking out loud! (there are many stories, that is just one that happened.) Twins don't hear each others thinking of think everything the same at the same time, although they may think generally the same thing.... sometimes. So, overall, i's say, yes it can happen, (it happens to me alot), although it is not really proven to happen to all twins, so i am not quiet sure exactly.

The difference between Identical and Non-Identical twins is that Identical twins share the same placenta and are basically identical to one another. Non-Identical twins do not share the same placenta in the womb and two eggs fertilized at time of conception as opposed to one egg splitting in the case of Identical twins.
