Theres no rhyme or reason. They spook. They are flight animals. When one cow/steer/bull/heifer takes off, the rest of the herd looks to them as a leader so they take off with it.

Cattle being prey animals startle easily. Once startled it is common for an entire herd of cattle to run as a group in a complete panic. That is a cattle stampede. It can be very destructive!
