It depends on the fish. tropical fish need warm water, goldfish and koi like colder temperatures. You have to know what kind of fish it is to really answer this one. Ask the people you buy the fish from what temp it needs.

They are certainly more active in warmer water than cold, but not too warm if they are a 'cold water' fish.

Goldfish are a prime example as they are considered cold water, but are much more active in a temperature of 75F than 70F for example.
