Flowers as in plants that flower do not need cold water they can be watered with tepid water or warm water for houseplants. Outside plants usually do fine with cold water.
Flowers need water, just like you and I need water. It is their source of hydration.
The molecules are moving faster in the warm water which means the flower gets nutrients faster and in higher abundance.

Bubbles last longer in cool water because the cold water doesn't take energy from the bubbles
I can't find any evidence that this would make them last longer. In fact I can't find any evidence of anyone putting flowers in a water & batteries mix.
if you put Sprite in your water it will make the flowers last longer
