Do games made for Windows Vista run on Windows 7?

With very few exceptions, there is no such thing as a "Vista program." Most applications being released still support Windows XP. The only things that could conceivably be considered "Vista programs" are the programs bundled with Windows Vista, or some games released by Microsoft, like Halo 2. These programs can be made to work on Windows XP, but not all of them will work reliably or well.
Windows Vista uses the standard Win32 libraries (or Win64 on x64 edition which is reverse-compatible anyway) so what runs on older Windows should run OK on Windows Vista unless it is something specific like a professional application. If you have trouble playing Generals on Vista, Vista has a compatibility mode.

Now that Vista has been around for a while and had many of its compatibility problems ironed out there are generally few issues involving incompatible programs. Many recent games made before the release of Vista have had patches released which solves many of the compatibility problems, or fixes are known on game forums. Vista is just a version of Windows; the version after Windows XP and before Windows 7. If a machine is Vista-ready or Vista-compatible, it just means that the hardware and available drivers are compatible with Windows Vista. You might be able to run that PC on Windows 7 or 8, but it depends, and you would have to check with the manufacturer to find out what all it is compatible with.
