Yes. The purpose for any mammal to produce milk is to feed their own young. The entire purpose of any mammal producing milk (including cows!) is to feed members of their own species. The idea of harvesting milk from other animals is one almost completely unique to humans.

Only female goats produce milk and only after they have kidded. Some breeds are better milk producers than others eg Saanens, Toggenburgs, British Alpines, Anglo Nubians etc

Yes baby goats like all mammals drink milk from their mother, they will also drink milk from a bowl if it is offered to them once they get a bit bigger.
