Yes. The purpose for any mammal to produce milk is to feed their own young. The entire purpose of any mammal producing milk (including cows!) is to feed members of their own species. The idea of harvesting milk from other animals is one almost completely unique to humans.
Only female goats produce milk and only after they have kidded. Some breeds are better milk producers than others eg Saanens, Toggenburgs, British Alpines, Anglo Nubians etc

All goats regardless of gender will drink water, with the exception of young nursing kids (baby goats) whom will drink milk early in the life cycle, then slowly be weaned onto drinking water.
we get milk from goats. we can drink that milk or make make soap out of it. they are useful to us in many ways By providing meat and some goats provide fibre, mohair or cashmere, that can be made into clothes
They can but it is not of much nutritional value. The dog should rather have it's mothers milk.
If very young, they should drink specially formulated kitten milk for pre-weaned kittens. A vet will be able to supply some. Weaned kittens should only drink water, with kitten or cat milk as a treat. Never feed kittens or cats cow's milk as this often causes diarrhoea.
