No. Puerto Rico is a territory of the United States of America. You only need *your* ID (Driver's Licence) or Passport. If you want to feel safer, you can travel with a copy of your child's birth certificate, but it is not required.

Since Puerto Rico is a Territory/Commonwealth of the United States and its citizens have American citizenship, any US citizen may travel to or from Puerto Rico as if they were traveling from one state to the other, so no, IF you or the child is an American citizen, you wont need a passport to Puerto Rico.

Do you need a passport to travel to New York from Puerto Rico?

As long as you are traveling directly from Puerto Rico to NY, without stopping in any foreign countries - for example, elsewhere in the Caribbean or in Canada - you do not need a passport to travel. Puerto Rico is a US Commonwealth. Travel to or from Puerto Rico and/or the US Virgin Islands to the US mainland is travel within the United States and passports are not required. You will, however, need a government issued photo ID, such as a drivers license.

If Puerto Rico did not have the observatory would puerto ricans need passports?

No, having the observatory has NOTHING to do with the necessity for a U.S. passport. I´ll explain to you the little history that I know about Puerto Rico. Puerto Rico was adquired by the U.S. in 1898 after they had won the Spanish-American War in 1898. Later, in the ´50´s (in 1952 I believe), Puerto Rico´s political status was elevated to a "commonwealth/estado libre asociado." Since then, Puerto Ricans have been American citizens just like anyone else born in the continental US. However, Puerto Rico is NOT a state and Puerto Ricans pride themselves in being Puerto Ricans/Boricuas more often than simply Americans. Thus, a passport is not needed for traveling between the US and Puerto Rico.
