The female seahorse has an ovipositor like most fish, and she passes the eggs to the male by inserting it into his pouch opening. This is done as the seahorse pair rises in the water column for the egg transfer.

When courting, the female seahorse deposites her unfertilized eggs into the male's abdominal pouch. The brood pouch is a special, uterus-like pouch on the male's "belly," where the male seahorse's body fertilizes, incubates and provides the eggs with prolactin (their food).

The eggs hatch inside the male's brood pouch, and after anywhere from 9 to 45 days (depending on the species) the pouch ruptures, and the father releases the fry (babies) into the ocean to fend for themselves.

So, the male seahorse carries eggs, but he does not lay them, since they hatch inside of him.
