In general men have a larger percentage of muscle mass and a slightly higher metabolic rate. More muscles makes it possible for men to burn more while exercising, while the higher metabolic rate make them burn slightly more even at a resting state. These two together makes it possible for men to lose weight a tad faster. However, the key issue is calories in and calories out, a disciplined woman can easily lose weight faster than a man who's cheating ever so little on his diet.
