No most phone companies do not allow any SIM card to go into all phones. The only exception I have found is the SIM cards for ATT phones and TMobile phones.
No A phone card usually refers to a kind of charge card, something you pay with. A SIM-card is what gives a cell phone its number, it's identity.
A phone SIM card is built to an industrial standard, they will fit and work in any phone manufactured by any manufacturer - they all have and provide standard SIM card connectors. However, some Mobile Phone companies who "give" you a free phone as part of a contract deal with, them LOCK the phone to their service (in software in the phone), which means that that phone will only work with a SIM card provided to you by them. It is possible to get the phone "unlocked" or to purchase a "SIM free" phone which then allows you to use any SIM in the phone.

Put the SIM card from the new phone into the old one. Copy the contacts from the old phone's memory to the SIM card. Put the SIM car back in the new phone - then - either copy the contacts to the new phone's memory - or leave them on the SIM card. Either way - the new phone will find them.
Not with AT&T AT&T will charge you for a sim card but it will not work. They then refuse to pay the money back. They log APN screen when the sim card is in the phone.

A SIM free phone is one that does not have a SIM card included with the phone. This type of phone may not be able to be used with all networks. Some networks require a SIM card.
There are a couple of ways to know whether your phone uses a SIM card. 1. If you know who the service provider is for your phone, and it happens to be either AT&T, or T-Mobiles, then your phone does have a SIM card. 2. You could open the back of your phone and look carefully to see if you see a SIM card. If you do not see a SIM card, then gently remove the battery from it's compartment and look under the battery. If you see a SIM card, then your phone does use a SIM card.
