The new cooktop has a 4 wire connection. Red & Black are hot. White is neutral, and green is ground. You existing panel is wired with 3 wires. Black & Red are hot and green is ground. In single phase applications, you have two wires. One of these is "hot", meaning it has an AC voltage applied to it. The other is not - it is directly tied to ground or the system neutral. In three phase power, all three wires are "hot", and use the other wires as the return path under balanced conditions. Because of this you cannot do what you are proposing and have a safe setup. Isolating only two of the three wires still leaves one "hot".

Your 2-wire system is actually connected to one "side" of the 3-wire system. In your utility's 3-wire system you have 2 hot wires that are attached to each end of a tranformer winding and the neutral is attached in the middle and grounded. Typically in the US this gives you 240v (or something similar) between hot leads and 120v from each hot lead to neutral or ground.

"Positive" and "negative" are terms used in direct current (DC) electrical applications. The positive wire in DC applications is red (i.e. car battery). "Hot" and "neutral" are terms used in alternating current (AC) electrical applications. "Positive" is sometimes confused with "hot". If that is the case here, the hot wires can be any color, EXCEPT green, white, green w/ yellow stripes, or yellow w/ green stripes. In homes, black and red are typically found. In some cases, the white wire in a 2- or 3-wire cable will be used as a hot to/from a switch.

A CONTACTOR SHOULD NOT BE USED TO START A 3-PHASE MOTOR unless there is some sort of motor protection in series with it. You would need a 3-phase contactor and just connect each phase (1 wire) to each terminal of the line side of the contactor, and the 3 wires to the load side. 3 wires on the line side, and 3 wires on the load side.
