No. New tires does not change alignment settings as alignment settings done with tie rods, camber and caster bolts and not affecetd after tyre changing. Yaa But it should taken under consideration that after changing tyres its better to check alignment because there can be little change in alignment readings due to difference in tyres depths of old and new tyres. New tyres change balancing settings so wheel balincing is must check after changing tyres.

If its shaking side to side could be a tire out of balance or maybe a mechanical issue (wheel bearing, alignment, etc). Probably not a safety issue, but it can wear the tires out prematurely which can be expensive. Warped brake rotors are the most likely cause if the steering wheel only shakes when applying the brakes.
On average a 2 wheel alignment runs about $50.00. If you get a 4 wheel alignment it will cost you $80.00 to $100.00. I used to work at a car dealer and we charged $130.00 for a 4 wheel alignment. Best advice shop around and make sure you get a warranty because sometimes the mechanic will not adjust the alignment right and you will have to go back.

If you are just driving then it could be your wheel alignment, also maybe the tire has been worn off improperly and is wobling, or could be a loose nut if you recently did a tire change or maybe it just came loose. If it happends when you brake it is the wear of your brake pads on your rotors so maybe pads or rotors need to be replaced. :D
