Yes, or at least, I do. I had gas at the dentist when I was a child, perhaps five times, and I dreamed every time. The dreams I had were different in style to normal dreams, they were more vivid and I remembered them more easily. Once I decided beforehand to try to control my dream, and I was successful (this is known as "lucid dreaming"). I have had much less success during "normal" dreams. Curiously, under general anaesthetic I lose track of time; when I awake I am not aware of how much time has passed (it seems like less than a minute). Normally I can tell the time to within half an hour when I wake up.
When I was under anesthesia I did have a dream, so yes, people do dream while under anesthesia.
yes
Yes it makes you sleep. It is a anesthetic.
Anesthetic is used in operating theaters to put people to sleep when they need an operation
You can't make yourself dream, but you do dream every night. 30% of your sleep is dreaming, that's why you can't usually remember your dreams.
Local refers to the part of the body affected; for example, dentists use a "local" anesthetic" to prevent pain in the teeth and jaw. A "general" anesthetic will put you to sleep so that you don't feel anything.

The only Pokémon that isn't able to be put to sleep in order to go into the Dream World is Vigoroth, this is because of its Vital Spirit ability which prevents it from falling asleep.
