You can trade Pokemon from another Diamond, Pearl, or Platinum version before you beat the Elite Four, but you cannot import Pokemon from any previous versions. However, once you beat the Elite Four Pal Park will open and allow you to import six Pokemon at a time from any Ruby, Sapphire, Emerald, FireRed, or LeafGreen game that is inserted into your DS at the same time. Be warned, these Pokemon disappear from the game you import them from and cannot be returned in any way.

No you don't. You can just put your Emerald game in the dual slot and select Migrate from Emerald on the Pokemon Pearl screen when and after you load it up. You finish the game by beating the Elite Four. If you beat that try to get all the Pokemon from firered, leafgreen, emerald, sapphire, ruby, and pearl.
You can migrate to Platinum on Diamond, Pearl, and Emerald after you beat the Elite 4, but the rest I'm not sure. If I find out I'll promise to tell you!
