From my experience with RX7s, the easyest way is to drop the tank so you have enough room to get at bolts and clear the lenght of the fuel sender.

Don't know about the fuse, but the most likely cause for your fuel gauge to quit working is a bad sender unit. You have to drop the fuel tank, which is quite a project, and then 'unscrew' the fuel sender unit. The sender is held in place by a lock-ring that must be gently hammered loose in a counter-clockwise direction. You can then pull the fuel sender unit out of the tank and replace the fuel pump. The difficult part of this whole process is dropping the fuel tank. Search for "drop suburban fuel tank" for instructions on how to do that.
