No you do not need drivers ed to take your permit , the permit is questions based off of rules of the road, drivers ed is to teach you how to drive. You have to study the book take test, get your permitthen take drivers ed to get your license.

New Texas Law
SB 1317 creates a six-hour driver education course required for driver license applicants 18 years of age or older. It also mandates that applicants 25 or under must submit to an approved driver education course. (Goes into effect March 1, 2010.)
In effect, anyone 18 to 24 in Texas , to get a new Texas drivers license must take a 6 hour drivers education course that has been state approved.

In the US, each state determines their own laws regarding driver education. However, you usually have to have the Learner's Permit before you can take the class.

In some states, it's just highly recommended that you take Driver's Education while some states offer incentives (i.e. instead of needing 100 hours of driving experience, you only need 50 with a Driver's Education course). "Driving School" can lower your insurance cost though.
