No, anyone -- even a non - Christian -- can baptize. Three things are necessary:

1. The person baptizing must intend to baptize.

2. The baptizer must pour water, and it must flow over some part of the Baptized's body. Nothing will substitute for water. Rose petals, for instance, have been a recent fad, but rose petals won't do. Some say that the Baptized must be totally immersed. That's one of the reasons that Baptists are called Baptists.

3. The person baptizing must say, "I baptize you (or thee) in the name of the Father, and of the Son, and of the Holy Ghost (or Holy Spirit)." Variations render the Baptism invalid. Some fads that have been heard lately are "The Parent, the Offspring, and the Spirit of Love," or "the Godhead, the Redeemer, and the Great Spirit of the Lord." All variations render the Baptism worthless.

To become a full member of the Catholic church, you need to be baptized. This can happen anytime if underage 8, with proper instruction between 8 and 18, or else with proper instruction as adult held at Easter Vigil.If you are not baptized t you are always welcome at church bur cannot receive the sacraments
