When measuring a horse for height you should measure on a hard flat surface. meaure from the highest point of the withers to the ground. remember that there are 4 inches to a hand. so there can be a 14.1; 14.2; 14.3.....however there can never be a 14.4 because following the 4 inches to a hand rule that would become a 15.0 hands high. so 15 1/2 hands high would be written as 15.2 NOT 15.5
