A pellet gun should be silent enough that there isn't a need for a suppressor. That aside, if it can be determined to be compatible with a real firearm, it would be an NFA-regulated item (BBs and pellets come in .177 and .22 caliber, both of which are compatible with real firearms), and you would need either a Type 7 or Type 10 Federal Firearms License with a Class 2 Special Occupational Tax Stamp in order to legally manufacture it.
