International permits/licences are not required in the UK.

With an EU licence, you may drive on UK roads for as long as the licence is valid.

With Non-EU licences, you may drive on UK roads for the first 12 months of your visit, provided your licence is valid for that time.

No, you do not need an international drivers license. All that you need is a United States valid driver license with photo that is more than three years old. In most countries this is sufficient.
