Do you need special tools to replace a 1997 Honda Civic right side CV joint and is it something you can do yourself?

You'll need a socket big enough to fit on the CV nut and you might need a fork for the lower ball joint. Both can probably be rented for an autoparts store that has tool rental program. It's free if you buy the part there.
