The director will give it to you, as well as a couple of other things. You'll also need a tidal bell, which you get after beating the 5 kimono girls (once you defeat Claire). The kimono girls will take you to the whirl island, and you go to the northeastern island to get to lugia. You have two chances at this, but always always always always always save. Don'tforget to save.
