If you purchase from a private owner then no. If purchased from a dealer then yes.
You have to get insurance on that car and go to any County tag office in GA for a new title or registration and a new tag. Certain year model cars require you have the title - not just a bill of sale.

I checked with my local tag office today and they said you do not have to pay tax if the vehicle is purchased from a private owner.
