no one really knows. he either manipulates Elena that he does but does it to mess with his brother Stefan of he does feel for her because she has the power and potential to be an evil and dangerous creature like himself. so it is really unknown. but Stefan really does love Elena. perhaps more then Katherine.

∙ 12y agoIt's quite likely that he is. Isobel revealed his feelings to Elena when she handed Isobel the device. Damon also mentioned it when Stefan warned his brother that history will not be repeating itself.
In the season finale, he though he kissed her after thanking her for allowing Stefan and Bonnie to save him, but at the end of the episode it was revealed that Katherine was pretending to be Elena.
