In the past a promise to marry was viewed as a contract and if a person did not follow through with the intended marriage they could be sued for breach of promise. Heart Balm statutes came about in the United States beginning in the 1930s and were intended to abolish the ability to sue for a breach of promise. Although breach of promise is no longer a basis for a lawsuit in most states, not all states have actually enacted Heart Balm statutes. Virginia does have a heart blam statute, found in 8.01-220. It basically says you can not recover for for alienation of affection, breach of promise to marry, or crimination conversation.
