Halloween is a carryover from pagan celebrations into Christian traditions, in this case a final free-for-all for demons and spirits of the dead on the eve of All Saints' (All Hallows) Day. The Japanese have similar celebrations in which the spirits of the dead are welcomed back briefly, but they do not celebrate the Western holiday.

Usually, no. Thankgiving is an "American" holiday. People or other countries, besides the United States, only celebrate Thanksgving if they are originally from America or there is some reason for American influence.

Halloween has only been recently recognized in Japan. They decorate with jack-o-lanterns and wear costumes. Some of the major areas such as Tokyo Disney and Univeral Studios Japan put on Halloween events. It is considered a novelty American holiday.
