No. there is no water on Neptune.

For water to form, a planet needs volcanic activity. The the steam from volcanoes evaporates and falls back down to the planet, forming lakes and oceans.

This is impossible on Neptune, because Neptune:

  • Is a gas giant. It has no surface or plates. Which means no volcanoes
  • It is too far from the sun for water to remain in liquid state
