ROTC or Reserve Officer Training Corps is a military program to enable college students to complete basic officer training in exchange for money for education. After graduation from college, the young man or woman has a modest military commitment, typically about 6 years of reserve duty. Reserve officers can be assigned to active duty if they are needed by the military, and the officers have very little choice in the matter.

Reserve officers have little or no role in policy making within the military. The military has very little role in determining whether the United States engages in a war.

Therefore, the short answer is NO. ROTC does not cause or start wars. ROTC-trained people may be called upon to serve in wars, but they definitely do not start wars.
