I know the 1989 silverado has a relay and I'm sure it's the same for 1990. The relay is located behind the glove box. There are three relays attached to a bracket. My relay was the one on right as you face them. You can confirm this is the correct relay by turning the ignition on and then push the heater button on and off and you will hear the relay clicking (if power is getting to it). If the relay occasionally sticks, the blower will stay on, even when the ignition is off and it will drain your battery until it's dead. A new relay is $15 to $20.....Also, to unplug the relay (first disconnect the ground wire from your battery) you have to remove a white plastic retaining clip that slides in on the side of the plug. You have to push down slightly on the clip where the wires enter the plug and then carefully pry the clip out from the side. Sometimes the plug is hard to remove from the relay, try a little WD-40 to help it slide off. You might have to use a screwdriver to carefully pry it off of the relay.... Hope this helps. The heater blower for a 2002 Chevy Silverado is mounted under the dash. It is on the passenger side, in the heater housing.
On my 1993 K1500 Silverado, it is behind the heater/ac blower assy. However, I can not find any info on how to get the assy apart, or where it is connected to the dash switch.

Yes, located in the blower motor resistor pack. Follow the wires backward from the blower motor to find it.
Your heater relay switch may be bad
The heater blower switch and the electrical plug attached to it may be at fault. Remove the heater control unit from the dash and inspect the plastic electrical plug attached to the blower switch, you may see it has melted. The switch and plug is available from your local auto parts store.
try replaceing the switch that controls the low to high for heater It's gonna be the blower motor resistor (near the blower motor).
Check fuse if the blower is not working. If it is then replace your heater core. if its not then replace your fan switch.
Only for the high speed blower function. The lower speeds go thru the blower motor speed resister.
