Most likely not, but you will need to reset the electronic fuel sending system. I know on newer GM models, this is done by putting the key in the "On" position for ten minutes, but then there is Ford, that actually has a button to do it. Not sure how yours would work, you might want to pick the brain of your local mechanic.
Actually you turn the key to the on position for 5 seconds, back off for 5 back on for 5 etc. This cycles the pump to energize the line. You could also try spraing a little starting fluid in the throttle body to prime it as well.

GM does not use inertia switches.
it could have a bad air filter or the fuel is clogged some where. or the batt could be going bad.

I know that on a '96 the fuel filter is an in-line type near the fuel tank. As Pontiac hasn't really altered much on the Sunfire in over ten years, I'd suggest starting there.

If its BLACK smoke it's unburned fuel. If it has carb, the carb float is too high or sunk. If it has fuel injection it's a stuck (open) fuel injector.
